Recommendations for the recovery of the Cultural and Creative Sectors in Europe
As of September 2020, IDEA Consult - together with partner organisation Goethe-Institut and experts Sylvia Amann and Joost Heinsius - is assessing the impact of the pandemic on the Cultural and Creative Sectors (CCS) in Europe. This topic is of central interest to the CULT Committee of the European Parliament and the final study will be extremely important for the Members of the Committee to reflect on the next policy steps to take at EU level, in synergy with national measures.
In March 2020 Europe was hit by the COVID-19 pandemic, leading to a health and economic crisis unprecedented in modern times. The CCS across Europe have been severely affected by the impact of stringent public health measures: concerts and festivals were cancelled, theatres, museums and cinemas were closed, and film and television production halted. Moreover, the effects of COVID-19 have revealed the industries’ pre-existing economic fragility. However, many policy recovery programmes were launched to support the sector in overcoming the crisis.
By the beginning of 2021, the consortium led by IDEA Consult will analyse the short-term effects of the COVID-19 crisis on the CCS and assess the impact on the sector on the medium and long run. This analysis will lead us to the identification of the most impacted cultural and creative sub-sectors and professional categories. The study will also provide an analysis of the adequacy and effectiveness of the policy measures put in place at EU and national levels. Lastly, based on the analysis and impact assessment, we will present our policy recommendations for a sustainable recovery of the sectors to the European Parliament.

This study is part of IDEA's broader commitment to turn the Covid crisis into a future-oriented recovery.
Together with the authorities at various levels, IDEA employees are looking for solutions to deal with the consequences of the coronavirus crisis in the short term and to prepare the economic and social recovery in the longer term.
For example, we supported the Flemish government’s social recovery committee and the group of experts on the labour market (task force set up by Flemish Minster Hilde Crevits) in formulating strategic policy recommendations. In addition, we manage the mediation system for commercial lease loans for VLAIO further to the difficulties that have arisen in the retail sector due to the Covid-19 pandemic.
